Abstract

Regenerative tourism is a transformational approach that not only aims to minimize the negative impacts of tourism, but also actively restores and strengthens the socio-ecological systems of tourism destinations. This article examines the strategies, impacts, challenges, and opportunities of community-based regenerative tourism implementation in the Mangrove Ecotourism Area of Belawan Sicanang, Medan City, highlighting the context of digital disruption and the post-pandemic era. This study adopts a descriptive qualitative method through case study, document analysis, participatory observation, and academic literature triangulation. Findings reveal that practices such as mangrove restoration, Pokdarwis involvement, digital promotion, and cultural preservation have strengthened environmental regeneration while improving community welfare. However, structural challenges such as limited digital infrastructure, low technology literacy, and the absence of explicit national policy on regenerative tourism need to be addressed through affirmative policies and multisectoral collaboration.
